In recent years, Liangshan County has adhered to reform and innovation as the fundamental driving force, focusing on innovation and development. Leveraging its fundamental advantages in the specialized vehicle industry, the county has continuously expanded new spaces for openness, smoothed new channels for openness, and created new platforms for openness. It has actively cultivated new forms of foreign trade and successfully applied to become one of the first batch of national second-hand vehicle export business pilots. The county has been approved as a national foreign trade transformation and upgrading base, promoting the integration of domestic and foreign trade, and facilitating better connectivity between domestic and international markets. This has led to a path of high-quality foreign trade development for economically underdeveloped areas that integrate into the dual domestic and international circulations.
Committed to Building the Largest Specialized Vehicle Industry Cluster in China
Liangshan County focuses on "innovation, creation, and branding," with "specialization, refinement, and novelty" as the main theme, fully promoting the development of the specialized vehicle industry towards specialization, branding, and internationalization. It has now formed an industry cluster that integrates R&D, production, testing, sales, logistics distribution, and second-hand vehicle transactions, and has developed into the largest specialized vehicle industry cluster in the country. The county has been named China's Specialized Vehicle Industry Base, China's Second-hand Commercial Vehicle Trading Base, a national pilot unit for the creation of regional brand clusters, and the National Torch Specialized Vehicle Industry Base, among other titles. Currently, there are 139 enterprises included in the national automobile announcement directory, and more than 380 parts manufacturing enterprises, with an annual production capacity of 350,000 specialized vehicles and 18 million (sets) of automotive parts, covering 1,400 models and 3,800 types of vehicles for various purposes such as transportation, municipal, engineering, and other uses.
To promote the continuous growth and strength of the specialized vehicle industry, Liangshan County has seized opportunities, formulated the "Liangshan Specialized Vehicle Industry Development Plan," issued opinions on "Promoting the Upgrading and Rapid Development of Specialized Vehicle Industry" and "Encouraging and Supporting Industrial Enterprises to Innovate and Develop," and established the "Liangshan County Specialized Vehicle Industry High-quality Development Action Plan." For six consecutive years, the county has held conferences on "innovation, creation, and branding," with a total bonus distribution of 60.35 million yuan, boosting the confidence of enterprises in innovative development.
Liangshan County has planned and constructed a 50-square-kilometer specialized vehicle industrial park, investing 3 billion yuan in recent years for infrastructure and platform construction, turning it into a national-level maker space. In 2017, the Liangshan International Convention and Exhibition Center was completed and put into use, with a total area of 120,000 square meters, including a main building of 35,000 square meters. The Liangshan County has hosted the China (Liangshan) Specialized Vehicle Exhibition for 17 consecutive years, which has been awarded the title of "China's Most Influential Brand Exhibition." To meet the needs of upgrading and specialization of specialized vehicles, in 2019, a new specialized vehicle testing and inspection center was built with an investment of 350 million yuan, attracting national-level testing and certification institutions such as the Hanyang Specialized Vehicle Research Institute of China Automotive Technology & Research Center, and China Automotive Engineering Research Institute Co., Ltd. National Motor Vehicle Quality Supervision and Inspection Center to settle in, carrying out testing, R&D, achievement transformation, and new product promotion for specialized vehicles and parts. The Liangshan government and Wuhan University of Technology jointly established the Liangshan Specialized Vehicle Research Institute, Jinan University set up an industrial research institute in Liangshan County, and Changsha Intelligent Research Institute established a branch in Liangshan, achieving an organic combination of government, industry, academia, and research, and giving full play to the role of scientific and technological talents in supporting industrial development. The Science and Technology Center, Information Center, Financial Center, Expert Apartments, and Blue-collar Official Residences have been successively completed and put into use, providing strong support for the healthy development of the specialized vehicle industry. The upcoming construction of Jining Automobile Engineering College, with a total investment of about 1.2 billion yuan, will train and provide professional talents for the Liangshan specialized vehicle industry, building a new platform for school-enterprise cooperation.
Liangshan County actively guides specialized vehicle enterprises to focus on intelligent, automated, and efficient and low-consumption vehicle models, and to develop multi-category, full-range, and mobile specialized equipment, seeking breakthroughs in new energy and special purposes. It supports enterprises such as Hua Yu Automobile, Shui Po Welding and Cutting, Tong Ya Heavy Industry, Tai Yue Leaf Spring, and Shu Yue Vehicles to become intelligent manufacturing demonstration enterprises. It promotes the construction of shared cutting, welding, painting, and standard factory projects to enhance the service capabilities of the park platform. It continues to promote the cluster development and intensive operation of the specialized vehicle industry, and to improve and extend the full life cycle industrial chain.
Focusing on Building China's Second-hand Commercial Vehicle Export Base
With the continuous and healthy development of the specialized vehicle industry, the second-hand commercial vehicle trade in Liangshan County has also gradually grown and become the largest second-hand commercial vehicle trading market in the country, with an annual transaction volume of 40,000 vehicles, forming a "buy from the whole country, sell to the whole country" pattern, extending the specialized vehicle industry chain. In 2019, the national second-hand vehicle export work was launched, and after active application and efforts, Liangshan successfully became one of the first batch of national second-hand commercial vehicle export pilots.
Seizing the opportunity of the pilot approval, Liangshan County used its industrial advantages and policy advantages to improve the "two platforms" (regulatory platform and second-hand commercial vehicle export service platform), actively helped to expand the second-hand commercial vehicle export business, and increased the international market share of second-hand commercial vehicles. On September 18, 2020, the county successfully hosted the "China (Liangshan) Second-hand Commercial Vehicle Export Summit" with the All-China Federation of Industry and Commerce, further expanding the visibility and influence of the Liangshan second-hand commercial vehicle export base. Currently, vehicles are sold to 65 "Belt and Road" countries and regions in Southeast Asia, Africa, and Central Asia, opening up new channels for domestic commercial vehicles to enter the international market and forming a vast sales network of "buy from the whole country, sell to the globe." To date, more than 2,000 second-hand commercial vehicles have been exported, with an export value of 25 million US dollars, both in quantity and value ranking first among similar pilot enterprises nationwide.
To ensure the smooth progress of second-hand commercial vehicle export work, the Liangshan County Committee and the county government have established a special leading group for the pilot work of second-hand commercial vehicle exports. They have studied and issued the "Implementation Plan for Second-hand Commercial Vehicle Export Work" and implemented a joint meeting work system to coordinate and solve difficulties and problems in the export process of second-hand commercial vehicles. The county government, in conjunction with customs and inspection departments, actively guides and assists pilot enterprises in drafting the "Export Inspection Standards for Second-hand Cargo Vehicles and Trailers," which has become the only standard used by domestic second-hand vehicle export enterprises and has been highly recognized by the Ministry of Commerce and the General Administration of Customs. The county guides enterprises to cooperate internationally, jointly build high-standard testing and inspection service platforms, and conduct comprehensive testing on each exported second-hand commercial vehicle to ensure that the export quality fully meets standards. The Liangshan County Department of Commerce, Public Security, Customs, and other departments have repeatedly studied and discussed to formulate the second-hand commercial vehicle export business process, ensure overseas after-sales service, continuously optimize regulatory and service models, and create a good environment for second-hand commercial vehicle exports. At the same time, it actively helps enterprises establish a risk early warning and emergency response system to timely respond to foreign technical barriers and changes in regulations and standards, and minimize the impact of unexpected events on exports.
With an investment of 1 billion yuan, the "China (Shandong) Commercial Second-hand Vehicle Export Base" is planned and constructed, which is included in the major construction projects for the transformation of new and old kinetic energy in Shandong Province in 2020. The provincial, municipal, and county levels provide land, funds, talent, and other element guarantees for the project construction, striving to create the largest output and distribution base for second-hand commercial vehicles in the country. Once completed, the base will have the capacity to prepare 12,000 vehicles, with an annual export of 10,000 vehicles and an export value of over 1 billion yuan. It will also vigorously drive the export of automotive parts and repair services, promoting high-quality foreign trade development. At the same time, it will further optimize and improve the vehicle information sharing mechanism to achieve full traceability of the collection, trading, transfer registration, preparation, testing, export, and after-sales service of vehicles, ensuring the quality and safety of exported products.
